Bir teklif çağrısı oluşturmak size sivil toplum kuruluşlarını çekme ve katılımları için koşulları belirleme şansı verir. Erken yayınlamaya dikkat edin ve hazırlıklar için yeterli zaman bırakın. Gereksinimleri mümkün olduğunca kesinleştirin, böylece sivil toplum kuruluşları ne sunmaları gerektiğini ve buna uygun olup olmadıklarını bilirler.
