Do volunteers have to pay to participate in the festival?

For NGOs: The good news: usually, they don't. They receive their ticket for free in exchange for their work. However, in some cases, they might have to pay a deposit to make sure that they come and work their shifts.

For festivals: If you have any doubt that NGOs will turn up, create an agreement that says something like: "If you’re not here during the times that were agreed on, your stall might be shut down for good."

But please: offer working hours that give volunteers the chance to actually experience your festival. Consider closing the NGO area earlier than at the official end of the festival day, so they have time to enjoy the event.
